Introduction of China Diving and Salvage Contractors Association
China Diving and Salvage Contractors Association （here-after called CDSA）stands among the first-class national associations’ rank, As a non-profit organization, it is constituted by enterprises and institutions having the qualifications and certifications in operations in diving, salvage, rescue, underwater construction, marine engineering services, diving medical insurances, R & D institutions, training centers, equipments and machineries’ manufacturing. CDSA is under the control of the Ministry of Transportation, its registered authority is the Ministry of Civil Affairs.
The 1st session of CDSA’s general assembly was held in Beijing on May 5th 2008. Mr. Xu Zuyuan, vice minister of MOT, Mrs. Wen Yaqin, deputy director of NGO bureau of MCA had attended the meeting and made respectively the speeches for the opening. The meeting had elected 48 directors to form the 1st session’s Board of Directors and among them 16 executive directors, the chairman of the Board Mr. Song Jiahui and other 11 people in charge of the Association. The Draft Articles of CDSA had been discussed during the meeting and approved further on by MCA. CDSA was then established on June 2nd 2008. On May 30th 2013, the 2nd session of the general assembly was held again in Beijing; more than 300 member companies were attending the meeting, including leaders from MOT and high ranking officials from the Navy of PLA. It was an unprecedented spectacle. According to the meeting’s process, the members have elected for the new session 88 directors, 30 executive directors, the chairman of the Board Mr. Song Jiahui and other 12 people in charge of the operations of CDSA. The members have also reviewed and amended the Articles of CDSA, other major subjects and important events were also discussed and approved during the meeting, the session’s transition work has been successfully accomplished.
The objective of CDSA: standardizing the industry’s conduct, safeguarding the industry and its members legitimate rights and interests; organizing and coordinating the business connection within the industry; leveling up the overall management and services ability; enhancing communication between governmental entities, institutions and enterprises; playing the role of bridge between the government and the community, undertaking social responsibilities and obligations.
Up to now, CDSA has more than 350 official member units, subsidiaries are: Yantai representative office, 6 affiliated committees, which conclude Industry Standard Development Committee, Equipment and Technology Development Committee for diving and salvage, Engineering Divers Working Committee, Underwater Emergency Response Committee, Underwater Operation Safety Committee, Diving and Salvage Engineering Committee. Commissioned by the administrative authorities, these committees are responsible for the accreditation activity and regulation work of diving and salvage qualifications and certifications.
In 2010, as a China Social Organization, CDSA has obtained the Evaluation Grade AAA from MCA. In 2012, CDSA became the associate member of ISU and IMRF. CDSA has also built the friendly relations of business communication and cooperation with ADCI, IMCA and relevant organizations in Hong Kong, Macao and Taiwan.
Under the guiding principles of the Eighteenth Party Congress, China Diving and Salvage Constructors Association are confident and stride forward to the goal of building up a first class organization within the Industry.
